Supporting the four Dublin Local Authorities to develop their Climate Action Plans.

Overview

The four Dublin Local Authorities (DLAs) play a central role in managing Dublin’s transition to a low-carbon future. Every five years, the local authorities release their Climate Action Plans, setting out the actions they will take to mitigate against and reduce the impacts of climate change in their area. This is required by law under the Climate Action and Low Carbon Development (Amendment) Act 2021.

These Climate Action Plans align with the government’s national objective to reach net-zero no later than 2050. Codema supports the four Dublin Local Authorities (DLA) in developing the evidence base for their Climate Action Plans, reviewing energy-related submissions, assisting in public consultation, and supporting the local authorities to develop their Decarbonising Zone plans.

Evidence Base for Dublin’s Climate Action Plans

Codema plays a key role in the development of the DLA Climate Action Plans. The ‘Evidence-Based Climate Action’ chapter in the Climate Action Plans, developed by Codema, includes a baseline emissions inventory, which contains a review of the local authorities’ own energy use, emissions, and gap-to-target and highlights priority areas for further reduction of emissions. Codema also provides an analysis of total emissions (including a breakdown of emissions by sector) within each local authority’s own boundary, informing pathways for energy and emission reductions in line with 2030 and 2050 targets.

Decarbonising Zones

Each local authority in Ireland is required to identify a Decarbonising Zone (DZ). A DZ is an area where different approaches to reducing emissions can be tested at a local level. This is an opportunity to come up with innovative ideas and tailored approaches for decarbonisation in a way that benefits local communities. Codema supports the local authorities in developing their DZ plans by providing Baseline Emission Inventories and carrying out best-practice community engagement to ensure those living, working and studying in the DZ are included in the plan.
