About the project

Within the DeliveREE project, Codema has developed a Project Implementation Unit, which uses a structured, standardised approach to accelerate and aggregate projects. This enables the use of Energy Performance and Energy Supply Contracts, which involve performance guarantees that are critical for achieving value for money, transferring risk and providing a mechanism for the involvement of private capital.

The DeliveREE project includes a pipeline of Dublin local authority buildings, and aims to deliver several signed Energy Performance Contracts to a value of over €20m. The total energy savings are expected to be in the region of at least 24 GWh, amounting to 3.97 kt CO2 savings. There has been substantial progress on the following projects.

Arthurstown landfill solar PV

The first project to begin development was the Arthurstown Landfill small-scale solar PV in February 2022. This project began as a 75kW solar array at initial appraisal stage. Following a site visit facilitated by South Dublin County Council (SDCC), feedback and discussions with SDCC and technical and financial analyses, it is now proposed to be a 200kW array, which aims to provide approximately 30% of the site’s annual electricity consumption. This project is currently in procurement. Development has also begun on the proposed large scale 5MW solar PV project at the same site, for which a detailed feasibility study was received in mid-2024.

SDCC buildings EPC

The second project to begin development was Lot 6, which includes energy efficiency upgrades for six South Dublin County Council (SDCC) buildings (County Hall and library, Civic Theatre, Clondalkin offices, Clondalkin Leisure Centre, Tallaght Leisure Centre and Rua Red). This project has gone through the pre-procurement steps of the project development process with help from SDCC who facilitated audits and provided technical information. The project is currently in a competitive dialogue procurement process.

Fingal offices rooftop PV

Codema also helped to facilitate the procurement of a rooftop solar PV framework for Fingal County Council. The initial project for this framework was for rooftop PV arrays on Grove Road Offices, Swords County Hall and Coolmine Depot. This project reached the tender award stage in 2024, and is currently being implemented.

Kildare buildings EPC

The next project to enter development was the Kildare County Council (KCC) EPC in March 2025. This project includes energy efficiency upgrades for three key buildings: Áras Chill Dara, K Leisure Naas, and K Leisure Athy. The project has progressed through the early stages of the project development process, supported by KCC who have facilitated access for audits and provided necessary technical data. It is currently in the Outline Solutions Reporting phase, during which the shortlisted Energy Services Companies (ESCOs) are presenting their proposed energy savings and performance strategies for the buildings involved.

Mid East Multi-Party Framework

The Mid East Energy Unit Multi-Party Framework was established to enable the delivery of energy performance projects across the counties of Kildare, Meath, Wicklow, and Louth. Its key focus is on smaller public buildings within these local authorities that are often overlooked in larger EPC projects, providing a viable route for improving energy efficiency across a wider building stock. The framework will establish a panel of pre-qualified ESCOs to deliver these projects through mini-competitions.

The framework documentation and initial building list have been drafted and are due to be issued shortly for the Pre-Qualification Questionnaire (PQQ) stage of procurement in April 2025.
