Over €3M secured for innovative energy projects in the Greater Dublin Area

We are delighted to announce that Codema has secured over €3 million in European funding for six major projects that will help support Dublin’s transition to a low-carbon, sustainable EU capital.
These six projects will support initiatives designed to advance areas such as community energy, district heating and urban renewal of rooftop space across the Greater Dublin Area.
Project objectives and benefits
Each of these EU-funded projects will help to realise Codema’s vision of a fair and inclusive transition to a low-carbon society:
- CLR3 will support communities in leading their own energy projects by providing technical, legal, and financial help. It will assist at least three Sustainable Energy Communities (SECs) in managing energy renovations and navigating legal requirements.
- E2-CUTIES aims to enhance energy efficiency in urban areas by empowering local energy communities to implement integrated energy-efficient measures and by strengthening cooperation models between energy communities and the local authority. This project features Codema and Fingal County Council as the local Dublin partners, alongside associated partner Balbriggan Sustainable Energy Community. It will directly support Fingal’s climate goals by implementing strategies to reduce energy consumption within the Balbriggan Decarbonising Zone.
- MultiRoofs will develop tools and methodologies to assess the potential for rooftop space in Dublin (e.g. for measures such as solar panels, rooftop gardens and smart energy solutions). It will also test financial incentives to encourage property owners to upgrade their roofs.
- REEF will help Dublin apply the “Energy Efficiency First” principle, ensuring energy-saving measures are at the heart of urban planning. It will support South Dublin County Council’s Decarbonising Zone in Clondalkin, creating a model for other regions.
- RODEO will accelerate the expansion of district heating and cooling networks, particularly for residential consumers. The Tallaght District Heating Scheme will serve as a pilot site, demonstrating how financial and engagement strategies can increase uptake and efficiency of sustainable heating networks.
- DISCO will identify waste heat sources in Kildare, helping to develop district heating solutions that can be expanded to other areas in Ireland.
List of projects and funding breakdown
The funding comes from the Interreg Europe and Interreg North-West Europe programmes, along with an EU tender, and will support projects running from 2025 up to 2029. The total funding includes:
- CLR3 (€631,100 – EU Tender)
- DISCO (€254,700 – Interreg Europe)
- E2-CUTIES (€567,177 for Codema and €202,982 for Fingal County Council – Interreg NWE)
- MultiRoofs (€525,909 – Interreg NWE and also part-funded by the four Dublin Local Authorities)
- REEF (€261,104 – Interreg Europe)
- RODEO (€500,108 for Codema and €209,824 for South Dublin County Council – Interreg NWE)
These projects will bring a total of approximately €2.74 million in funding for Codema, with additional support allocated to local authority partners in Fingal, Kildare and South Dublin County Councils.
