About this team
Our Project Implementation team facilitates the development of energy efficiency, renewable energy and low-carbon projects for the Dublin Local Authorities (DLAs). This includes district heating projects, upgrading local authority buildings using energy performance contracts, large-scale solar PV projects, and electric vehicle (EV) charging rollouts. The team has also established a Project Implementation Unit (PIU) to help take projects from the initial concept stage right through to contract signing and contract management.
The Project Implementation team supports the local authorities in the identification and delivery of a pipeline of projects necessary for them to achieve their 2030 energy and emission reduction targets. The team has produced a ‘Gap-to-Target Analysis’ to assess the current gaps to the national emission targets for each local authority, and within this, outlines the projects required to make sure these targets are met. This has resulted in a project pipeline and associated decarbonisation pathway for each local authority. This pathway shows that fully decarbonising a small number of key buildings is critical to achieving 2030 targets. Looking towards 2050, the remaining buildings will become more important in terms of net-zero emission targets.

Joe has been working with Codema since 2005 and is the Executive Manager leading the Project Implementation team. He holds a BA/BAI Mechanical and Manufacturing Engineering, an MSc Sustainable Development of Dublin Institute of Technology and is a Certified Measurement and Verification Professional (CMPV). Joe is responsible for project development and implementation, Energy Performance Contracting (EPC) facilitation and the procurement of energy services. Joe played a key role in the development of Dublin City Council's first EPC and is actively involved in the promotion of EPC in Ireland.

Eoin joined Codema in March 2018. He holds a BE in Mechanical Engineering from UCD and both taught and research Master's in Sustainable Energy from UCC. Eoin is an SEAI Registered Energy Auditor, a Certified Energy Manager and holds a Certificate in Public Procurement. He also holds a micro-credential qualification from TCD in Transport Modelling and Planning. Prior to joining Codema, Eoin was operations engineer at the combined heat and power (CHP) plant at St. James's Gate Brewery, and also previously worked as an energy analyst in the UK on the development of smart domestic energy control systems.

Gráinne joined Codema in May 2023. Gráínne holds a BSc in City Planning and Environmental Policy and an MSc in Regional and Urban Planning, both from UCD. Gráinne completed a thesis on the topic of using waste heat from data centres for district heating in Ireland. Gráinne works across a range of projects in Codema, particularly in the area of transport. Before joining Codema Gráinne worked as a research assistant on a project conducted by the OPR and the Department of Housing. Gráinne has also worked in planning consulting where she was involved in preparing planning applications in the Dublin region.

Emily joined Codema in 2021 as an Energy Engineer. She holds an BEng (Honours) in Environmental Engineering and a Bachelor of Arts from Monash University in Melbourne, Australia. Before moving to Ireland, she played a major role in a team delivering Energy Performance Contracts, energy audits and Solar PV design for large commercial and public sector clients in Australia. She is a Certified Energy Manager In Training (CEM-IT) and Certified Measurement and Verification Professional (CMVP). At Codema, Emily supports the Project Implementation Unit, which aims to develop a structured approach to accelerate large-scale energy efficiency and renewable energy projects.

Adam joined Codema in April 2022. He holds a master’s degree in Energy Systems Engineering from UCD, a B.Sc. in Energy Systems Engineering and B.Eng. in Mechanical Engineering from TUD. He is also an SEAI qualified Domestic BER assessor. Prior to joining Codema, Adam worked as a Mechanical Engineer for Building Design Partnership, and Mitsubishi Electric where he has gained extensive experience in low carbon building design, energy modelling, and HVAC systems. At Codema, Adam supports the Project Implementation Unit, which aims to develop a structured approach to accelerate large-scale energy efficiency and renewable energy projects.

Admir joined Codema in summer 2022. He has BSc in Electrical Services and Energy Management from Technological University Dublin and MSc in Energy, Environmental Technology and Economics from University of London. Admir created and developed the KEEF in Pristina as Managing Director and CHP plant in his hometown Gjakova, Republic of Kosovo. He participated in many energy events worldwide and has extensive experience. Admir brings a unique combination of skills encompassing technical and engineering expertise and business acumen in the area of energy efficiency measures, with the focus on district heating, a concept of which is relatively new to Ireland.

Ruari joined the Codema team in June 2023. He holds a Bsc in Mechanical Engineering from Ulster University. Before moving to Dublin, he gained expertise in the sector working as a Design Engineer in M&E consultancies on projects throughout the UK, where he was involved in delivering low carbon and sustainability designs for large developments using PV, heat pumps and other renewable technologies. Ruari's role in Codema’s Project Implementation cell includes carrying out project appraisal and feasibility studies, energy audits of local authority facilities, development of energy management systems along with monitoring and reporting of annual energy accounts to SEAI.
