About this team
Our Project Funding and Facilitation team specialises in the development, management, and reporting of EU and nationally funded projects. With a range of experience, the team leads and participates in projects from numerous funding streams, covering a variety of energy and climate-related topics. Our Project Funding and Facilitation team covers areas such as project idea development, application writing, along with coordinating and participating in EU and nationally-funded projects. Every project we are involved in aligns with our overall strategy, enabling us to conduct research, develop low-carbon solutions, provide advice on emerging climate policy, and ensure value for money for the four Dublin local authorities.

Declan has worked with Codema since 2006. Declan was educated at UCD and DIT and holds an MSc in Sustainable Development, a certificate in Public Procurement and is a Project Management Professional (PMP). He has managed energy efficiency, renewable energy and sustainability projects for the Dublin Local Authorities and at a European level. He leads the project management and development cell within Codema with oversight on projects, resourcing and applications.

Kevin joined Codema in October 2009. Prior to this, he worked in a number of Financial roles including Bank of Ireland, Corporate Banking and Anglo Irish Bank. Kevin’s main role is as financial co-ordinator on European Projects for Codema, fulfilling all the reporting requirements. Kevin has a BA in English, Sociology and Politics from NUI Galway, a Diploma in Financial Services from The Institute of Bankers in Ireland and a Certified Project Management Diploma from the Institute Project Management Ireland.

Katia joined Codema in 2016. She holds a Masters of Architecture from UCD, a Certificate in Project Management, and diplomas in Digital Marketing and Graphic Design. She has written for the Independent, Passive House Plus and Architecture Ireland. Within the Project Funding & Facilitation team, Katia acted as Internal Communications Manager of the HeatNet NWE project, as well as the coordinator of the Sustainable Energy Communities programme in the Dublin & Mid-East Region. Within the Awareness, Communications & Engagement team, her responsibilities include the implementation of Codema’s branding, graphic design of materials, and assisting with social media and website management.

Eli joined the team in April 2023 as the Project Coordinator for the Sustainable Energy Communities Programme in the Dublin and Mid-East region. Currently, she is Codema’s Assistant Project and Resource Manager, supporting the team in developing and managing national and European projects, and is looking after our capacity and resource planning.
Prior to her work with Codema, Eli worked with several not-for-profit organisations within fundraising and strategic engagement and outreach.
Eli holds a MA in European Integration from the University of Limerick, a MA in Civil Law and BA in Public Law, both from the State University of Moldova.

Patricia joined Codema in June 2023 as Low Carbon Project Manager. She holds a BEng in Civil Engineering and an MSc in Sustainable Energy Engineering from the University of Basque Country.
Patricia brings extensive experience as a European Project Manager and Project Developer in both the public and private sector, coordinating European funded large-scale energy and climate projects and developing project proposals together with relevant stakeholders.
Currently, Patricia manages the Dublin demo cluster for the REGEN Horizon Europe project and is responsible for evaluating different national and EU funding opportunities and coordinating the development of project proposals.

Anne joined Codema in August 2024 as Project Manager with the Project Management team. Anne is managing the Peace-Plus funded GEMINI project. This project aims to demonstrate and promote the uptake of geothermal energy at 5 locations, three in Northern Ireland, one in border region of Ireland, and one in Dublin. Codema is the Lead Partner for this project and responsible for the operational and financial management as well as reporting.
Anne has a Graduate Certificate in Management of Green Technologies and Post Graduate Diploma in Sustainability in Enterprises from UCC as well as an MA in Sociology.
