About the project

The GuarantEE project aimed to foster the use of Energy Performance Contracting in the public and private sector across Europe and to develop innovative business and financing models for performance-based ESCO projects.

Energy services

Energy Performance Contracting (EPC) is a proven energy service model, primarily used for refurbishing public buildings. In this model, energy-saving measures are installed by an energy service company (ESCO). The ESCO can provide finance and then recover its investments through future energy savings, guarantees both energy and cost savings to the client, and assumes the technical, and performance risks. Despite its effectiveness, the broad roll-out of EPC still faces challenges.

Objectives of GuarantEE

The GuarantEE project aimed to develop and roll out innovative energy services and financial schemes for sustainable energy, and to address existing barriers to EPC in both advanced and emerging ESCO markets within the EU. As part of the project, public property administrations were engaged to explore improvements to EPC and were supported in implementing pilot projects.
