Fingal County Council Energy Performance Contracting project

Codema helped to facilitate the procurement of an Energy Performance Contract project by Fingal County Council to upgrade two of the council’s large offices.

About the project

Fingal County Council (FCC) identified two of its large offices as significant energy users, and decided to use an Energy Performance Contract (EPC) to carry out upgrades to Swords County Hall and Grove Road Offices.

An EPC is a contractual agreement by an Energy Services Company (ESCo) to guarantee energy savings over an agreed period of time. It differs from the traditional method of carrying out energy efficiency measures, as the ESCo must approach the building holistically rather than small ad-hoc projects, and must ensure that energy savings are achieved to receive their payments, rather than being able to walk away from an unsatisfactory job.

After a rigorous competitive dialogue procurement process, FCC awarded this contract to Lawler Sustainability. The contract includes a works period where the measures are implemented, and following this, a nine-year services period where the ESCo will perform Measurement and Verification (M&V) of the energy savings and provide maintenance and repair services.

Energy upgrades

The energy upgrades at the two offices included:

  • Upgrade of lighting to LED and improved lighting controls
  • Optimisation of the Building Management Systems (BMS)
  • Solar PV installations
  • Replacement of inefficient boilers with high performance condensing boilers
  • Retrofit of Air Handling Units
  • Pump Upgrades

Results to date

Codema will oversee the ESCo’s Measurement and Verification (M&V) of the savings for this project. The works have been completed and the services period has begun, with an average of 20% energy savings and 27% cost savings being achieved during this period.

Codema will continue to assist FCC with managing this M&V process for the duration of the contract period.
