Overview

Codema – Dublin’s Energy Agency works closely with all four Dublin Local Authorities to support them in achieving their public sector obligations, including meeting energy and greenhouse gas (GHG) emission targets, and the development of their Climate Action Plans.

We support the Dublin Local Authorities to achieve best-in-class energy management standards through ISO 50001 certification, and to develop comprehensive Climate Action Plans with a strong evidence base to meet targets and mitigate against climate change.

Dublin Local Authorities’ Climate Action Plans

The Climate Action and Low Carbon Development (Amendment) Act 2021 requires each local authority to prepare a Local Authority Climate Action Plan (LA CAP), outlining the measures they will take to adapt to and mitigate against the impacts of climate change over a five-year period.

Codema, on an ongoing basis, supports the Dublin Local Authorities with their Climate Action Plans. This includes providing the evidence base for climate mitigation, assisting with the public consultation process, reviewing energy-related submissions and providing responses to relevant stakeholders.

Decarbonising Zones

Each local authority in Ireland must identify and develop plans for a Decarbonising Zone (DZ) within their boundary. A DZ is considered a test bed of innovation and a demonstration site of what is possible in relation to decarbonisation and climate action at a local level.

Codema supports the Dublin Local Authorities to meet their legal and policy requirements for their DZs by providing evidence-based technical support, supporting the development of their Decarbonising Zone Plans, and carrying out best-practice community engagement.

Energy management and reporting

A core part of our role at Codema is supporting the four Dublin Local Authorities (DLAs) and the Mid-East Energy Unit (Kildare, Wicklow and Meath) with their own energy management, helping them to monitor their use and achieve public sector targets in energy efficiency and emissions reduction. Our Energy Management team also assists these local authorities with annual reporting of their energy use. This work helps the local authorities to not only meet their public sector targets, but also to lead the way in identifying energy saving opportunities within their organisations.

Mid-East Energy Unit

The Mid-East Energy Unit (MEEU) was initiated in 2023 to support Kildare, Meath and Wicklow County Councils in meeting their 2030 energy efficiency and emission targets and embed a structured energy management system within these local authorities.
