Tender advertised for DLR Energy Performance Contract

Dlr Leisure is seeking expressions of interest from Energy Services Companies (ESCos) interested in tendering for the provision of energy services by means of an Energy Performance Contract for Loughlinstown, Meadowbrook and Monkstown Leisure Centres.

EPC is the provision of energy services with a guaranteed outcome. This means that the successful candidate will provide Dlr Leisure with a contractual guarantee of achieved savings and return on investment. Dlr Leisure hereby invites expressions of interest from Energy Services Companies (ESCos) interested in tendering for the provision of energy services by means of an EPC for the above three centres. As part of this process, a minimum of three (3) shortlisted candidates (provided such number are found to be suitable) will be invited to carry out an Investment Grade Audit (IGA) for the three leisure centres at their own expense.

For the purposes of this contract, Dlr Leisure proposes to enter into a competitive dialogue procurement process (for which a candidate must pre-qualify). Dlr Leisure is seeking to identify the most appropriate energy conservation measures for all the buildings in question that will secure guaranteed improved energy performance outcomes. The energy conservation measures will be implemented by means of an EPC for which the candidate will provide an energy performance guarantee to Dlr Leisure. The performance of the implemented energy conservation measures will be verified by a recognised Measurement and Verification methodology (such as IPMVP or ASHRAE guidelines).

Codema's role in Energy Performance Contracting (EPC)

As an EPC project facilitator, Codema is playing a key role in promoting the opportunities for large building retrofits with guaranteed savings, called Energy Performance Contracting. Ireland’s building stock needs a huge level of energy efficiency retrofits, and in Dublin we have a very old building stock. Upgrades are not happening fast enough, and knowledge and funding are big barriers. Energy Performance Contracting allows building owners to upgrade their buildings to reduce their energy demand with two main advantages – a guaranteed level of energy performance over the contract term and the ability to part or fully-finance the project through the energy cost savings. Codema is one of the first companies to implement such contracts in Ireland, and we continue to develop and adapt procurement processes and contract structures for new projects, using public sector projects as the test cases.
